I suggest taking the data on the availability of translation from the metadata of applications. I know that most developers ignore these values in the metainfo file. But Google is making a lot of efforts to implement accessibility tools for both people with disabilities and to erase language boundaries, and here we are on the same side with them, and can help those for whom poor knowledge of English is a barrier to solving many problems using information technology (like me). And I hope that over time, metadata on the degree of localization will become more widespread, as will the practice of adding subtitles to YouTube videos, testing applications for text scalability and usability for people with color blindness.
